Military Cyber Engagement May Be Key to Establishing Norms

In January 2015, a researcher from a leading think tank revealed that a recent version of an authoritative Chinese military text publicized that China had military cyber forces, a fact that it had done its best to conceal in the past.

While notable in the midst of recent allegations of Chinese military hacking against global networks, the fact that a government long suspected of having an offensive cyber capability has military forces charged with this mission does not come as a surprise.

As many other countries seek to develop this asymmetric proficiency, the United States has the opportunity to help these governments build and train these forces, promote responsible behavior, and thereby influence their activities in cyberspace.
